anyone noticed how DSL-internet companies advertise low costs but when u call, the price is 4 times higher?

i was looking 4 stand-alone DSL, & saw low prices advrtised ($14.99). yet when i called, there’s always a reason why i don’t qualify for the low rate. at&t said i had 2 have an at&t home phone b4 i could get the service. what? isn’t stand-alone DSL an internet connection without a home phone line? i told her i had at&t cellphones w/5 lines but that didn’t count. i called, at least 4 companies & was quoted from $42-$60 per mnth. plus contracts. one company had a 1yr contract with a 1yr renewal. … isn’t this the same as a 2yr contract? how dumb do they think customers r ? i’m also astonished by the various fees they charge. & their refusal to take responsibility 4 svc interruptions or intrnet speeds saying “our speeds r “up to” & not “exactly” the speed we quote”.”they sometimes average 64 Kbps”. What’s wrong w/this picture? isn’t this false advertising or worse? can anything be done about this? they take advantage of people who sign up w/o reading the fine print. how wrong is this?
