Is there a software that combines all your email accounts and notifies you of new emails from each account?

For example, if you have a yahoo mail, hotmail, and/or other web based email accounts. Is there a software that allows you to register all of them, and then will notify you of new emails that come in to any one of those accounts?

Use outlook express! Most of free email account will allow you to create a POP3 account.
The POP3 account allows outlook express to login and download all new emails, you can also choose the option to delete the emails from the free account when you delete them from outlook.
It is really easy just ask somebody to show you how to create one POP3 account and from there on you will be able to configure the rest.

Outlook will do it, but you will need to get the SMTP and POP3 settings from each specific provider.
