How do I submit/present an idea for a marketing/ad. campaign? Do I submit directly to company OR ad firm?

First off Good luck. Advertising and marketing are difficult businesses to sell ideas to from the inside (was in the biz for years)let alone the outside.
Not to get you down, but understand the challenge first.
Next, no need to copyright at first. The process is timely and expenseive. An easy way to protect your rights on a creative concept (although not legally foolproof) is to print a copy of the design, and a cd) put it in an envelope sign the flap (the part that is glued and will be ripped when reopened) get a witness to do the same and send it registered mail to yourself. Then store it in a safe space such as a safe deposit box.
This gives you provinence.
Now back to the idea, Find the director/VP of product marketing for the cosmetics companies you want to approach. I would recommend smaller companies like MAC or Aveda where you might have a chance to get a meeting.
Plan on travelling to NYC or LA on your own dime.
Make sure that the idea is solid which means market research, and professional finished design work. and create a killer presentation
Remember marketing and design professionals spend years developing their skills not to say you can’t play in their sandbox any way. Check out online portfolios of ad agencies and designers/design schools to get an idea of how to build your presentation.
